This design document was completed for a graduate level course on web-based instruction (WBI). The course was then developed in the Blackboard Learning Management System (LMS) and implemented at a community college. The purpose of the course is to teach instructors how to use the various elements of the LMS to deliver quality on-line and blended courses.
